BMW invested more than US$1 Billion in manufacturing facilities in the Tiexi District of Shenyang Liaoning Province.
Big Bear was contracted to provide a Senior Security Planner to provide the following services in preparation for plant operations:

- Operational Security Risk Assessment
- Security Plans and Concept
- Standard Security Operational Procedures
- Bidder pre-qualification
- Assistance with design and placement of permanent plant access controls, CCTV, Fences and Lighting
- Due to an urgent need for improved construction safety Big Bear eventually provided on site safety supervisors in a successful effort to prevent workplace accidents.
